Former Bishop At The Center Of Financial Scandal

Former Episcopal Diocese of Florida Bishop, Rev. John Howard, is facing accusations of financial misconduct during his time in office. The Episcopal Church recently released details from two disciplinary cases against Howard, alleging misuse of funds and benefiting from improper financial arrangements. One accusation claims Howard used approximately $18,000 from the bishop’s discretionary fund for personal HVAC improvements in his home, which he argues was justified since his residence was used for diocesan functions.

Another allegation involves a donation from a wealthy donor, which was routed through the Diocesan Foundation and added to Howard’s compensation. This reportedly inflated his income for tax purposes, artificially raising his reported earnings by $120,000 in 2019. Howard maintains that this was fully disclosed and approved by diocesan officials, and he reported the funds properly on his tax returns.

A third accusation alleges that Howard benefited from a diocesan loan that was later forgiven. Howard responded that the loan forgiveness was approved by diocesan resolutions and properly documented. He insists that all his financial dealings were transparent and authorized by the appropriate diocesan authorities.

In addition to the financial misconduct accusations, Howard is also facing a separate case for allegedly discriminating against LGBT individuals while serving as bishop. Howard denies these claims, stating that his opposition to homosexuality falls within the Episcopal Church’s conscience protections for clergy.

Negotiations are ongoing in the disciplinary process, with Episcopal Church Presiding Bishop Sean Rowe expressing hope for a resolution that promotes healing and reconciliation.
